Maintenance

Street sweeping is done in the early morning hours. The downtown area is posted as NO PARKING between 4:00 am and 7:00 am in order to perform this maintenance. Vehicles parked in the posted areas are subject to a $30 parking fine.

Disposal of Ice & Snow: 
All sidewalks shall be kept free of ice & snow. When it is impossible to remove the ice from such walk, the occupant shall sprinkle some suitable material upon same to prevent the walk from becoming slippery and dangerous to travel. 

Any accumulated snow shall be removed within 24 hours after snowfall. Snow shall be moved to any area that does not impact vehicular and pedestrian traffic as well as your neighbor’s property. In addition, any snow removal from sidewalks, driveways & parking areas shall not be deposited upon streets/alleys if they have already been cleared by the City. (Ord. 7-301)

Parking for Snow Removal & Street Cleaning:
The downtown area has been designated and signed as “No Parking” from 4:00 to 7:00 a.m. in order for the Street Department to efficiently clean the streets and remove any snow accumulations. (Ord. 8-208)

Parking after Snow Fall:
When an “Emergency Snow Removal Alert” is declared because of a snow accumulation of 4” or more, no parking is allowed on Pine Street and Wray Avenue for 48 hours or until the snow has been cleared. The public will be alerted of the snow removal emergency via CodeRED and the City's website.

Parking on Sidewalks:
Vehicles shall not be parked on or over sidewalks—obstructing or impeding pedestrian traffic. This is for everyone’s safety and aids in snow removal.

*Violation of the above ordinances are subject to fees and fines as established by the City.

Property owners of all real property within the City limits are required by City Ordinance #7-107.2 to maintain and trim trees, shrubs & bushes upon said real property. This ordinance requires trees to NOT project lower than sixteen feet (16’) above the surface of any street/alley and eight feet (8’) above the surface of any sidewalk.

Any tree limbs that are overhanging sidewalks interfere with pedestrian traffic. Those overhanging streets and alleys interfere with and create difficulties with equipment when City personnel are street sweeping, blading, removing snow as well as during garbage collection for residents.

Seasonally, the City of Philip fogs for mosquitoes on Tuesdays, starting at 10:00 p.m., depending on the weather conditions (alternate day: Wednesdays). The chemical, Biomist 3+15, is NOT harmful to pets, plants or humans. More information on the chemical is available at the City Office.
